The Senate Community Affairs Legislation Committee’s Inquiry into the National Disability Insurance Scheme Amendment (Getting the NDIS Back on Track No. 1) Bill 2024

The Alliance has consulted with a range of individuals and organisations involved with young onset dementia about the NDIS and the reform outcomes they believe are needed for the scheme. The results of these discussions have informed this submission and its ten recommendations

The Australian Senate referred the provisions of the National Disability Insurance Scheme Amendment (Getting the NDIS Back on Track No. 1) Bill 2024 to the Community Affairs Legislation Committee for inquiry and report in June.
As part of this inquiry, the committee asked for the community’s views, specifically in relation to the proposed changes within the National Disability Insurance Scheme Amendment (Getting the NDIS Back on Track No. 1) Bill 2024.

Our pre budget submission addressed the rapid rise in the number of people living with Young Onset Dementia (YOD); the significant and wide ranging lack of services for this group; and the very real risk that these younger people will be inappropriately placed in residential aged care services because the service options they require simply do not exist.

The Productivity Commission’s Housing and Homelessness Agreement Review 2022

Our work with younger disabled Australians living or at risk of placement in residential aged care, revealed that the current housing offerings for NDIS participants is too narrow to accommodate the diversity of housing need and expectation that Australians with disability have.

Rather than seeing housing as buildings developed in isolation from or with little reference
to the spaces and communities within which they are built, our submission supported a
concept of accessible housing as key to the successful development of inclusive
communities.

May 2015 - With the rollout of the National Disability Insurance Scheme (NDIS), attention has now turned to development of a Quality and Safeguarding Framework for the scheme.

The Alliance’s response argues for a robust framework that provides confidence and surety for consumers of NDIS and other funded services; and for Community Living Organisations to be front line agencies of the scheme.

Aug 2015 - The review of the National Disability Advocacy Framework (NDAF) is a critical component of the overall reform program currently in play nationally in Australia.

In its submission to the review, the Alliance calls for advocacy practice to be redefined as a citizen service not a disability service; and for multiprogram funding to support organisations undertaking advocacy practice in the post NDIS world.

Submission to the Review of the NDIS Act 2013

Oct 2015 - The Alliance has called for a number of changes to scheme design to improve the NDIS operational capacities.

The Young People In Nursing Homes National Alliance is pleased to provide a submission to the review of the National Disability Insurance Scheme Act 2013.

We believe that the review is timely, given that the original legislation was designed primarily for the launch of the scheme and, based on the experience of the scheme in the trial sites, it was always likely that the Act’s provisions would change over time.

Feb 2015 - The Alliance made a submission to the Senate's recent Inquiry into the adequacy of existing residential care arrangements available for young people with severe physical, mental or intellectual disabilities in Australia.

Oct 2016 - A Senate Inquiry is currently underway into the federal government's NDIS Savings Fund Special Account Bill 2016.

In its submission to the Inquiry, the Alliance recognises the importance of properly funding the NDIS, as well as the need for government to address a range of human services reforms to make the scheme succeed.
